    What is VOAD?

    Voluntary Organizations Active in Disaster (VOAD) is a collaboration of a diverse group of organizations and citizens trained to meet community needs should a large-scale natural or man-made disaster occur. VOAD coordinates planning efforts and, during a disaster, matches community needs with services provided by member VOAD agencies.  This cooperative effort has proven to be the most effective way for a wide variety of volunteers and organizations to work together in a crisis.

    VOAD serves member organizations through:

    • Cooperation - creating a climate for cooperation at all levels (including grass roots) and providing information.
    • Coordination - members commit themselves to work together and not competitively toward a shared goal of effective service to disaster victims. They seek to match services to need.
    • Education - providing training and increasing awareness and preparedness in each organization.
    • Mitigation - encouraging its members to participate in mitigation efforts to reduce the impact of disasters.
    • Convening - putting on seminars, meetings, board meetings, regional conferences, training programs, and local conferences for member organizations and community leaders.
    • Outreach - encouraging the formation of and giving guidance to state and regional voluntary organizations active in disaster relief.
